E-Manifest and ACI
Are you ready for the future requirement for Importing Goods?
E-Manifest – Does that apply to you?
This will change the way commercial goods come into Canada and are processed. When fully implemented, carriers, freight forwarders and importers in all modes of transportation will be required to electronically provide the CBSA with advance trade data before goods arrive in Canada.
Does it apply to you?
E-Manifest will be implemented over a number of years starting with the highway mode. This started in October 2010 through direct connection between Carriers and CBSA using electronic data interchange EDI communication options.
In June 2011 there will be an internet version called e-Manifest Portal.
A third choice is to have a service provider.
Another choice is to have a third party key in the e-manifest based on information provided. This would require an MOU with the third party.
Carriers will have 12 months from the time the e-Manifest Portal becomes available followed by a six-month grace period to comply with the requirements before monetary penalties are applied.
CBSA encourages carriers to adopt e-Manifest requirements early.

ACI/CSA
ACI or CSA – 2015 will come soon enough but in the meantime preparation is needed now to keep your goods flowing through the border seamlessly.
ACI = Advanced Commercial Information
CSA = Customs Self Assessment
ACI and CSA will be the only way to submit data to customs to have goods released when the final stage of e-manifest is implemented.
ACI
To put this in relative terms…..each line on the invoice must be keyed into a B3 format so it can be sent electronically to customs. This means whether there are 1 or 800 lines of goods on a shipment….ALL lines must be keyed before submitting to customs for release of goods. There will be no more summary submission of data for a quick release, now called manual RMD or AQ to follow. Customs will require a full AQ – or appraisal quality entry prior to release.
This will eliminate last minute shipments arriving at Canada’s border.
In order to speed up this process, databases must be kept up to date and invoices need to come electronically if possible.
ACI/e-manifest requirement will assist customs in determining Risk Assessment for each shipment.
CSA – This allows submission of one entry once a month, however it requires much time, dedication and resources to implement this process, but do-able. There are many regulations to review.
